| JUNE 26, 2007: It appears that the decision of the Les Amis executive at the end of May, to cancel the 21st annual Kipawa River Rally was a wise one.
The executive decided to cancel because of a complete lack of confidence in the intents and actions of PWGSC staff (see letters to Minister Fortier below). |

in a deliberate action against a commercial rafting company, impacting two days of commercial rafting trips on the river. |

 The historical flow records for the Kipawa River at Laniel clearly show that for 20 years PWGSC has co-operated fully with the organizers of the Kipawa River Rally, providing water releases over the weekend of the festival every year. As the 2007 chart above shows, PWGSC did the oposite this year. Instead of providing water, they took it away. Thankfully this action did not impact the festival because the 2007 rally was cancelled. It did however have a significant impact on a commercial rafting operation, and impact that can only be interpreted as intentional. |

| The chart above, taken directly from the Environment Canada water level site, shows the deliberate actions of PWGSC staff against a commercial rafting company running two days of river trips on the Kipawa River on the weekend of June 23-24, 2007. Ironically, PWGSC co-operatted fully with Les Amis and the paddling community for 20 years, making it possible to host the annual white water festival at Laniel Quebec, by providing scheduled water releases. What has changed? Why is PWGSC taking aggressive punitive action against a non-profit volunteer organization? Because Les Amis and the paddling community had the audacity to challenge a PWGSC and Transport Canada decision to eliminate historic navigation rights on the Kipawa River without meaningful consultation and without proper consideration of impact of that decision. |
